The Norwegian Human Rights Fund (NHRF) invites qualified consultants to conduct a mid-term review of its Colombia programme (2025–2027), implemented in partnership with the Norwegian Ministry of Foreign Affairs. The programme provides flexible support to civil society organizations across Colombia working on human rights, peacebuilding, environmental protection, and the promotion of inclusive and equitable societies.
The review will assess the results achieved during the first phase of implementation (2025–2026), examining changes experienced by supported organizations and their target groups. It will also analyse the relevance of the programme, the effectiveness of NHRF’s support model, and its contribution to strengthening local civil society, with a view to informing strategic decisions for the remainder of the programme period.
The assignment will be carried out between July and October 2026 and will involve a combination of fieldwork and stakeholder consultations across several regions of the country. NHRF is seeking an experienced and multidisciplinary team with strong expertise in evaluation, human rights, and the Colombian context.
